The New York City Police Department, in a post on Twitter, said that one vehicle struck another, then the driver of one of the vehicles "got out displaying imitation firearms and was shot by police."

Police said the suspect was taken into custody.

"I do know it's not healthy to jump to a conclusion that officers did something criminal just because their camera was off," Davis said, adding that he would wait until an internal investigation was complete before making a judgment.

"This tragic case appears to be the result of a road rage incident involving the suspect," a police statement said. "Our investigation at this point does not indicate the victim was targeted because of her race or religion."
