After the election, Carr went to Washington, D.C., to work with Sojourners / Call to Renewal, a liberal Christian group. During the years of George W. Bush's presidency, Carr was twice arrested in civil disobedience actions — once in opposition to the war in Iraq, once while protesting food stamp cuts.
Then, in May 2007, came a call from the mayor — who was familiar with Carr's work in L.A. neighborhoods — to return to Los Angeles and become the city's director of gang reduction and youth development. In that post, Carr championed a program that opened parks on summer nights and, officials say, helped curb street violence.
