Western Pennsylvania's Citizens Budget Campaign met last spring with the Pittsburgh City Council to discuss the impact of the 2003 federal budget on their city. In an unprecedented move, the city council voted down the federal budget—unanimously passing a "Sensible Budget" proclamation instead. Twenty representatives from local social service and advocacy agencies testified about lack of funds and the increased demand for diminishing services. The city council surprised everyone by passing the resolution opposing the federal budget, stating, "proposed income tax cuts which largely benefit individuals with very high incomes, and large multinational corporations, materially worsen the nation's long-term fiscal outlook and further aggravate the growing inequality of wealth and income in the nation."
